The large coherent motion signal from the moving background appears to "swamp out" the irregular motion signals from the dancing fire fairies. The "up and down" motions seem to fade away into the background, while the "side to side" motion is enhanced. Thus the motion is "captured" by the moving background. It's a powerful illusion, but an illusion nonetheless.
